Is the digital LPA service live yet?
Last updated 22 August 2026
No. The reformed digital LPA service under the Powers of Attorney Act 2023 is not live. Only section 2 of that Act (CILEX certifying copies) has commenced, on 18 November 2023. No commencement regulations have been made for the rest.
Two different things
The existing Make an LPA tool at lastingpowerofattorney.service.gov.uk has been live since 2013. It is a form-filler, not a validator. Gov.uk says you still need to print the forms and sign them, and that everyone must sign the same original document and cannot use digital signatures. The reformed digital service under the Powers of Attorney Act 2023 is a separate project and is not live.
Where the reform stands
The OPG Annual Report published July 2026 says it is still progressing the service design and the legislative changes to begin live testing. The service passed its GDS Alpha assessment in May 2022 and there is still no published Beta assessment.
Why some sites are wrong
Several commercial sites currently claim digital signatures are available in 2026. That is false and contradicted by gov.uk. The existing tool does nothing about signing order, dates, certificate provider eligibility, witness eligibility, Tippex, or invalid instructions, because all of those happen on paper after the form leaves the website. This page is reviewed quarterly.
